Resumo: Avalia-se uma forma de habitação identificada no centro histórico de São Luís do Maranhão, que resultou de uma ação do Programa de Preservação e Revitalização implementado pelo governo do estado em 1979. Com uma abordagem qualitativa, analisa-se o estímulo à habitação promovida pelo Subprograma de Promoção Social e Habitação (SPSH) e avalia-se como e em que medida o resultado de suas ações vem contribuindo para a preservação do conjunto urbano protegido enquanto referência cultural para seus moradores. Adotaram-se como procedimentos de pesquisa a análise documental sobre o referido Subprograma e seus edifícios, visitas aos imóveis e entrevista com seus moradores. Estabeleceram-se três categorias para a análise dos dados: a) as relações dos moradores com o Estado e com o SPSH; b) a relação dos moradores com o patrimônio cultural, e c) a relação dos moradores com o centro histórico. Merecem destaque as seguintes constatações: a) o caráter heterogêneo do centro histórico de São Luís; b) a satisfação dos moradores com os resultados do SPSH; c) as dificuldades decorrentes da propriedade pública dos imóveis e a necessidade de uma ação continuada por parte do Estado; d) a dificuldade dos moradores em conceituar o patrimônio cultural e a apropriação da “retórica da perda”; e) o descolamento entre o discurso dos moradores sobre o patrimônio e suas práticas cotidianas nos espaços patrimonializados; f) a satisfação de morar no centro histórico apesar da escassez de serviços comerciais de bairro e de apoio ao uso residencial na região. Evidencia-se, enfim, o caráter positivo dos efeitos do Subprograma para o seu público usuário e para o processo de valorização do centro histórico de São Luís.

Rehabilitation of multiple-unit residential buildings in the historic center of São Luís, Maranhão

Abstract: The present dissertation examines a type of housing, identified in the historic center of the city of São Luís, in the state of Maranhão, which resulted from the Preservation and Revitalization Program implemented by the state government in 1979. It analyzes, using a qualitative approach, the incentives to the type of housing promoted by the Subprogram for Social Promotion and Housing (SPSH) and the ways and the extent to which the result of the actions of the SPSH has contributed to preserving the protected urban setting as a cultural reference to its residents. The following research procedures were adopted: a) analysis of documents regarding the SPSH and its buildings; b) visits to properties; and c) interviews with residents. Three categories were established for data analysis: a) the relationship of the residents with the State and with the SPSH; b) the relationship of the residents with cultural heritage; and c) the relationship of residents with the historic center. The following findings are highlighted: a) the heterogeneous character of the historic center of São Luís; b) the satisfaction of the residents with the results of the SPSH; c) the difficulties associated with the publicly-owned nature of property and the need for continued governmental action; d) the difficulties faced by the residents in defining cultural heritage and the use of the “loss rhetoric”; e) the incoherence between the rhetoric of the residents about heritage and their daily practices in heritage sites; f) the satisfaction of living in the historical center despite the scarcity of commercial activity in the neighborhood and of support to residential usages in the region. Finally, the present dissertation evidences the positive effects of the SPSH on its target population and on the process of valorizing the historic center of São Luís.
